March 29th, in the Boao Forum Roundtable Discussion 4—The Role of Think Tanks in Decision-making, Bob CARR (Director of Australia-China Relations Institute), made two suggestions for Chinese think tanks:

1. Focus on the delivery of suggestions. Those who write the think tank reports should also take the responsibility to implement and monitor the implementation of the policies.

2. Appropriate use of opinion polling as part of making the project to obtain a more comprehensive public opinion.
