At the session 40 on March 29th "The South China Sea: Dual Track Approach and Win-Win Cooperation", Wu Shichun, President of National Institute for South China Sea Studies, analyzed how China has planned to deal with the south China sea dispute. He believed that the solution is to apply the "dual-track approach".
In order to better implement the dual-track approach, all relevant parties should seek to build up an effective dispute settlement mechanism. First, a mechanism to coordinate the two tracks of this approach should be put in place to make them work in tandem. Second, both China and ASEAN should try to promote maritime cooperation to create conditions favorable to implementing the dual-track approach and work to cultivate mutual political trust. Third, relevant parties should coordinate the dual-track approach with the DOC and the consultation process of the COC in order to institutionalize the management of South China Sea disputes. Fourth, non-claimants must refrain from interfering with the South CHina Sea in order to create a good external environment for the smooth implementation of the dual-track approach.
