At the session on “Agriculture, Rural Areas and Farmers in the Fast-Urbanizing Country” during the Boao Forum for Asia Annual Conference 2015, SHAO Bingren, Former Vice Chairman of The State Electricity Regulatory Commission, stressed that the core indicator of good urbanization is how much the farmers can benefit from the process; the interests of farmers should never be sacrifice in exchange for urbanization.
SHAO made it clear that urbanization should be a healthy, beneficial process and a process free from imposed economical indicators. China must make sure that farmers have the access to free markets and are entitled to their long-term benefits. At the same time, farmers who immigrate into cities should enjoy the same social welfares in terms of education, housing and medical care, as those entitled to urban citizens
