During Session One on March 26th - Inclusive Finance: New Models of Rural Banking, WU Xiaoling (Vice Chairman, Financial and Economic Affairs Committee, National People’s Congress; Former Vice Governor, People’s Bank of China) commented that the return to a true representation of rural credit cooperative is no longer possible. The services of rural urban cooperative, the structure of stock right and the structure of governance should take up the joint-stock system and the service target should focus on farmers. To achieve sustainability in business, the future of rural areas should cooperate in terms of production, joint marketing and credit cooperative—the so-called three-in-one cooperation. The rural banks cannot just continue the old ways of commercial banking: simply accepting deposits and distributing loans; instead, they should cooperate with the rural urban cooperatives to provide financial services to the vast rural residents.
