Zhao Qizheng was born in Beijing in 1940. He graduated from the University of Science and Technology of China in 1963, majoring in Experimental Nuclear Physics. He was then engaged in scientific research and design for more than 20 years. From 1984 to 1998, he held leading positions in Shanghai such as Minister of the Organization Department of CPC Shanghai Committee, Vice Mayor of Shanghai and the first Governor of Pudong New Area. For the outstanding work he had done in Pudong, he was widely acknowledged as Pudong Zhao overseas. From 1998 to 2005, Mr. Zhao served as Minister of the State Council Information Office of China. He had put forward the notion of “Presenting China to the world” and pushed ahead the governmental news briefing system in China. He served as vice Chairman and Chairman of the Foreign Affairs Committee of CPPCC National Committee from 2005 to 2013, and was the spokesman for the Second, Third, Fourth and Fifth Session of the 11th CPPCC National Committee. He had spared no effort advocating, spreading and practicing the concept of “Public Diplomacy” throughout China during the time. He is now Dean of the School of Journalism of Renmin University of China.
