ZHANG Xiaoqiang
Permanent Vice Chairman, CCIEE Former Vice Chairman, NDRC
Mr. Zhang Xiaoqiang was born in December 1952. He graduated from the Department of Economics, Peking University in 1982. Mr. Zhang began his career in 1982 and has served as Deputy Head and Head of the State Development Planning Commission (SDPC) and Deputy Director of the Guangzhou Municipal Development Planning Commission. He was appointed Deputy Director General of Foreign Capital Utilization and Outbound Investment of SDPC in 1992 and Economic Counselor in the Chinese Embassy to Washington D.C. from January of 1994 to July of 1997. Mr. Zhang assumed his capacity as Director General of the Department of Foreign Capital Utilization and Outbound Investment of SDPC in July 1995 and was appointed Deputy Secretary General of SDPC in October of 2000 and became Secretary General of SDPC in October of 2002. He was appointed Secretary General of NDRC in April of 2003 and served as Vice Chairman of the Commission from October of 2003 to March 2014. From March of 2009 to October of 2014, Mr. Zhang Xiaoqiang was the Executive Vice Chairman of CCIEE. From October of 2014 to date, Mr. Zhang Xiaoqiang has been the Permanent Vice Chairman and CEO of CCIEE.
