ZHAO Xiaoyu

Mr. Zhao Xiaoyu is Executive Vice President of China Development Bank (CDB). Mr. Zhao joined CDB in November 2013 from Asian Development Bank (ADB), where he had been a vice president based in Manila from October 2008 to October 2013. Previously, Mr. Zhao was Executive Vice President of EXIM Bank of China from October 2004 to September 2008. After serving as a staff assistant at the Executive Director’s Office for China of the World Bank early in his career (1982-1984), Mr. Zhao subsequently held managerial positions with the Ministry of Finance of China (MoF): Deputy Section Chief and later, Section Chief at the Foreign Affairs Department (1985-1994); and Deputy Director General of the International Department (Aug. 1994-Sept. 1996). He then served as Alternate Executive Director for China at the World Bank (Oct. 1996 – Mar. 1999) and Executive Director at ADB (Apr. 1999 – Sept. 2002) before his appointment as Director General of MoF’s International Department (Oct. 2002-Oct. 2004).
