Nurlan AKKOSHKAROV
Deputy Secretary-General of Shanghai Cooperation Organization
Nurlan AKKOSHKAROV was born in 1972, Ethnic Kazakh. During 1989 to 1994, he was one of the faculties of Oriental Studies, Al-Farabi Kazakh State University in Almaty. During 1994 to 1995, he was one of faculties of Foreign Affairs, Diplomatic Academy of the Chinese Foreign Ministry in Beijing and studied in the Department of Language Translation, Military Institute of Foreign Languages in Luoyang, China from 1997 to 1998. From 1994 to 1996, he was the assistant at the Asian Department of the Ministry of Foreign Affairs of the Republic of Kazakhstan. During 1996 to 1999, he was officer of the Department of External Relations of the Ministry of Defence of the Republic of Kazakhstan. During 2000 to 2001, he was appointed as the Third Secretary of the Department of Bilateral Cooperation of the Ministry of Foreign Affairs of the Republic of Kazakhstan. During 2001 to 2005, he was appointed as the Second Secretary of the Embassy of the Republic of Kazakhstan to the People’s Republic of China (Economic Department). During 2005 to 2006, he was appointed as the First Secretary of the Department of Asia and Africa of the Ministry of Foreign Affairs of the Republic of Kazakhstan. From 2006 to 2007: Director of the Department for Foreign Economic Relations of the Khorgos International Centre of Boundary Cooperation under the Ministry of Industry and Trade of the Republic of Kazakhstan. During 2007 to 2008, he was appointed as the First Secretary of the Consulate General of the Republic of Kazakhstan in Shanghai, China. From 2008 to 2010, he was the First Secretary, Counsellor (head of the economic group) of the Embassy of the Republic of Kazakhstan to the People’s Republic of China. From 2011 to 2013, he was the Counsellor to the Secretariat of the Shanghai Cooperation Organization (Political Section). From 2013 to 2014:, he served as the Deputy Secretary-General of the of the Shanghai Cooperation Organization (Head of the Political Section). From 2015 to 2017, he served as the Deputy Director of the Department of Asia and Africa of the Ministry of Foreign Affairs of the Republic of Kazakhstan. Since 2018, he has been the SCO Deputy Secretary-General.
