Soken was born in Phnom Penh, Cambodia in 1983. During 2003 to 2007, he obtained his Bachelor of Engineering and Bachelor of Commerce, University of Melbourne, Australia. In 2008, he got his Mini-Master of Financial Management and Mini-Master of Real Estate Development, St .Thomas University, USA. From 2012 to 2013, he got his Master of Public Administration Lee Kuan Yew School of Public Policy, National University of Singapore, Singapore. And in 2015, he was enrolled in PhD program at School of International Studies, Beijing University, China. Since 2016, he has been serving as the Under-Secretary of State, Ministry of Foreign Affairs and International Cooperation, Royal Government of Cambodia; since 2018, he has been committed to being the Deputy Head of Report Writing Taskforce on Human Rights in Cambodia to UN of MFAIC. Since 2018, he has been serving as the Deputy Head of Taskforce on Fund Management and Project Implementation Monitoring under MLC Framework. Since 2018, he has been as the •     Member of Cambodian National Commission for UNESCO and the Vice Chairman of National Secretariat of Cambodia for MLC.
