XUAN Changneng
Deputy Administrator and member of the CPC Leadership of the State Administration Foreign Exchange
XUAN Changneng, male, born in 1967. During September 1983 to July 1988, he studied for his bachelor's degree at the University of Science and Technology of China. From July 1988 to August 1992, he was the Assistant Engineer of the Policy Bureau at Chinese Academy of Sciences. During August 1992 to August 1997, Mr. Xuan studied for his master's degree in economics and the doctor's degree in finance at the Business School of The University of Texas at Austin. From August 1997 to August 1999, he was the Senior Analyst of the Derivatives Research Department at JP Morgan (New York). During August 1999 to August 2000, he studied for his master's degree in law at the University of Pennsylvania Law School. From August 2000 to April 2001, he served as the official on deputy director-general level and member of the Planning and Development Committee at the China Securities Regulatory Commission (CSRC).From April 2001 to September 2004, he served as the deputy director of the Intermediary Institution supervision Department at the CSRC. During September 2004 to November 2004, he was the Senior Advisor (Department General Manager-level) of the Reorganization and Restructuring Office at China Construction Bank. During November 2004 to September 2006, he served as the Secretary of the Board of Directors at China Construction Bank. During September 2006 to September 2008, he took as the Managing Director at J.C. Flowers & Co.. During September 2008 to February 2009, he was the Director (director-general level) of the Financial Research Institute of the People's Bank of China. During February 2009 to August 2016, he served as the Director of the Financial Stability Bureau of the People's Bank of China. From August 2016 to July 2018, he was the Assistant Chairman and member of the CPC Committee of the CSRC. Since July 2018, Mr. Xuan has been as the Deputy Administrator and member of the CPC Leadership of the SAFE.
