Jacques PELLET
Personal Envoy of the President for China
Jacques Pellet was born in France, in 1962. He graduated from the Institut d'Etudes Politiques in Grenoble (France). He studied Chinese language and civilization, first at the University of Geneva and then at Beijing University (1991-1992). In 1995, Jacques Pellet joined the Ministry of Foreign Affairs of France, working on issues related to China — this included being posted twice in China (Shanghai from 1998 to 2001 and Beijing from 2013 to 2015) — and in multilateral diplomacy. From 2006 to 2009, he was Deputy Director for Human Rights and Humanitarian Affairs at the Quai d’Orsay and from 2009 to 2013, he was Deputy Permanent Representative at the French Mission to the UN in Geneva. During this period, Jacques Pellet chaired the ICRC’s Donor Support Group and attended the International Conference of the Red Cross and Red Crescent Movement twice, as member of the French Delegation. Before joining the ICRC, Jacques Pellet was Deputy Chief of Mission at the French Embassy in Beijing. He is a fellow at the Weatherhead Center for International Affairs at Harvard University. Mr. Pellet joined the ICRC on 4 January 2016 as the Personal Envoy of the President Maurer, for China. Based in Geneva, he seeks to strengthen strategic relations with Chinese authorities, in China as well as in third countries. It entails cooperation with a host of actors and institutions on humanitarian issues of mutual interest, be they legal, academic, political, financial or operational.
