Xia Jie is Vice-president and Member of the Secretariat of the All-China Women's Federation (ACWF). Xia, from the Hui ethnic group and a native of the city of Yucheng in east China's Shandong Province, was born in November 1960. She graduated from the Department of Economic Management at Northeast Forestry University with a master's degree. August 2000--October 2002: Vice-Chairperson of Heilongjiang Provincial Ethnic Affairs Commission. October 2002--April 2004: Member of the Standing Committee of the CPC Shuangyashan Municipal Committee in Heilongjiang Province and Director-General of the Publicity Department. April 2004--July 2004: Deputy-Secretary of the Standing Committee of the CPC Shuangyashan Municipal Committee in Heilongjiang Province. July 2004--October 2004: Deputy-Secretary of the Standing Committee of the CPC Shuangyashan Municipal Committee and Secretary of Shuangyashan Municipal Commission for Discipline Inspection. October 2004--June 2009: Deputy Director-General of the Organization Department at the CPC Heilongjiang Provincial Committee (DG level). June 2009--April 2011: Standing Deputy Director-General of the Organization Department at the CPC Heilongjiang Provincial Committee. April 2011--April 2012: Director-General of the United Front Work Department at the CPC Heilongjiang Provincial Committee. April 2012--July 2012: Member of the Standing Committee of the CPC Heilongjiang Provincial Committee and Director-General of its United Front Work Department. July 2012--February 2017: Member of the Standing Committee of the CPC Henan Provincial Committee in central China and Director-General of its Organization Department.
