Mr. Xu Shanda is the former Vice-Commissioner of the State Administration of Taxation, a member of the Eleventh CPPCC National Committee and a member of the Committe for Economic Affairs. Currently, he serves as a member of the Chinese Economists 50 Forum, a member of the Academic Committee and Dean of SEEC Research Institute. He graduated from the Department of Automat Control, Tsinghua University, in 1970 and obtained his Master‘s degree in Agricultural Economics and Management from the Graduate School of Chinese Academy of Agricultural Sciences in 1984 and his Master's degree in Finance from the University of Bath, UK, in 1990. The Golden Tax Program that he was in charge of won Second Class Award in the National Science and Technology Progress Awards in 2006. He was named Financial Thinker of the Year by China Business News in 2009.
