Vice Finance Minister, People’s Republic of China

Ms. Cheng Lihua, born in April 1965, is the Vice Finance Minister of the People’s Republic of China. Ms. Cheng graduated from the School of Accounting of the Liaoning University of Finance and Economics with a major in industrial accounting, and received her postgraduate diploma with a major in world economy from the Central Party School. From 1993 to 2000, she was the Deputy Director of the Budget Division, the Director of the Culture and Education Administration Division and the Head of the Division of Laws and Regulations. From 2000 to 2008, she was the Deputy Director General of the Local Tax Bureau of Qinghai Province, the Deputy Mayor of Xining City, and the Deputy Director General of the Finance Department of Qinghai Province. From 2008 to 2013, she was the Director General of the Finance Department of Qinghai Province. In January 2013, she assumed office as the Deputy Governor of Qinghai Province and served concurrently as the Director General of the Finance Department of Qinghai Province. In January 2014, she was the Deputy Governor of Qinghai Province. In March 2017, she was appointed as the Member of the Standing Committee of the Tianjin Municipal Party Committee. In April 2017, she served as the Member of the Standing Committee of the Tianjin Municipal Party Committee and the Secretary of the Education Committee of the Tianjin Municipal Party Committee. In March 2018, she was appointed as the Vice Minister of the Ministry of Finance. Ms. Cheng is also the Alternate Member of the 19th Central Committee of CPC.
