Deputy Commissioner for International Affairs, Financial Services Agency

Mr. Satoru SHIBATA is Deputy Commissioner for International Affairs, Financial Services Agency, the Government of JAPAN (JFSA), assigned in July 2017. Mr. SHIBATA has 25 years of career in JFSA and MOF. In particular, he is familiar with banking supervision and resolution. He served as Director of Banks Division in Supervisory Bureau and was responsible for supervising domestic local banks in 2016-17. In 2000-04, he served as a JFSA project team member and contributed to resolving the non-performing loan problem in Japanese Banking sector. e.g. “Financial Reconstruction Plan” for major banks in 2003, the resolution of a big local bank (nationalization of Ashikaga Bank) in 2004. Mr. SHIBATA also served as Counselor of the Embassy of Japan in China, where he worked as a financial attaché from 2008 to 2012. He contributed to achieving the Top Agreement of Japan-China Financial Cooperation between Prime Minister NODA and Premier WEN in December 2012. In December 2017, Mr. Shibata contributed to exchange the Letter on cooperation in the area of audit oversight with the Ministry of Finance of China to enable Japanese firms to issue Panda Bonds. Mr. SHIBATA also held other diverse positions, such as Cabinet Counselor (Financial issue), National Budget Examiner, JGB overseas IR etc. Mr. SHIBATA holds an M.A. in International Development Policy from Stanford University and a B.A in Economics from the University of Tokyo.
