Governor, Astana International Financial Centre

Dr. Kairat KELIMBETOV is Governor of the Astana International Financial Centre (AIFC).  Dr. Kelimbetov is a graduate of Moscow State University (1993). He also attended Market Institute of the Kazakh State Academy of Management and National School of Public Administration of Kazakhstan. In 1999, he completed the Pew Economic Freedom Fellows Program at Georgetown University. Dr. Kelimbetov was awarded an honorary doctorate, Doctor of International Relations, by Geneva School of Diplomacy in 2009. He is an author of a number of scientific publications. In addition to Kazakh and Russian, he is fluent in English and French. Dr. Kairat Kelimbetov has been the Governor of the AIFC since December 2015. Prior to that, he was the Governor of the National (Central) Bank of Kazakhstan from 2013 until 2015. In 2012, he served as the Deputy Prime Minister of Kazakhstan, where he also chaired the Council of Eurasian Economic Commission. Dr. Kelimbetov’s previous cabinet positions include Minister of Economic Development and Trade of Kazakhstan in 2011, Head of Administration of the President of Kazakhstan in 2008 as well as Minister of Economy and Budget Planning of Kazakhstan for four years prior. In addition, he was Chief Executive Officer of the Sovereign Wealth Fund Samruk-Kazyna between 2008 and 2011 and headed the Kazyna Sustainable Development Fund in 2006. Previous government positions include membership of the Supreme Economic Council of Kazakhstan under the President of Kazakhstan, as well as the head of the Agency for Strategic Planning of Kazakhstan.
