Chairman, Asia Pacific Pathways to Progress Foundation, Inc. & Former Secretary of Energy, the Philippines

Raphael P.M. Lotilla, former Secretary of Energy of the Philippines, is currently the chairman of the Asia-Pacific Pathway to Progress Foundation, which looks at Philippine-China relations, and of the Center for the Advancement of Trade Integration and Facilitation. He serves on the Board of Trustees of the Philippine Institute for Development Studies, a government economic think-tank, and on the board of a number of Philippine private companies. Before joining the National Economic and Development Authority as a deputy in 1996, he was a Professor of Law at the University of the Philippines where he also served as the Director of the UP Law Center’s Institute of International Legal Studies.
