Vice minister for international affairs of the Financial Services Agency
Mr. Ryozo Himino is vice minister for international affairs of the Financial Services Agency (JFSA), Japan's integrated regulator of banks , insurance companies and capital markets. He serves as chairman of the IFRS Foundation Monitoring Board and of IOSCO's Asia Pacific Regional Committee and is a member of the Financial Stability Board and its Steering Committee. From 2003 to 2006, he was Secretary General of the Basel Committee on Banking Supervision and helped the Committee finalize the Basel II framework. He was chairman of the Standard Implementation Group of the Basel Committee from 2011 to 2012 and had led the Committee's efforts to design and launch a comprehensive Basel III implementation review program. His past assignments at the JFSA include Deputy Director-General responsible for the supervision of large banks and insurance companies (2014-2015), Deputy Director-General in charge of corporate disclosure, accounting, auditing and governance (2012-2014) , Director, Bank Supervision Division I (large banks , 2007-2009) , and Director, Securities Business Division (2006-2007). He published "Basel II - towards a new common language" (BIB Quarterly Review, September 2004), "A counter-cyclical Basel II" (Risk, March 2009), "Japanese responses to asset price bubbles: Comparison with the U.S." (Public Polley Review, March 2016), Arlsbde Mmllol (the French sculptor 's biography in Japanese) and Introducti on to I-Chlng(in Japanese). Mr.Himino graduated from the U niversity of Tokyo (LL.B.) and the Harvard Business School (MBA) .
