Mr. Xu Heyi， born in November 1957, is an ethnic Hui and a member of the Communist Party of China.

He is  the former president of Shougang Design Institute, the vice general manager and a standing member of the Party Committee Shougang Group, deputy director and deputy secretary of the Leading Party Group of Beijing Municipal Commission of Economy and Information Technology, and deputy secretary of the Party Committee of Beijing Industry Committee under Beijing Municipal government.

He received his Bachelor’s degree in engineering from University of Science & Technology Beijing (formerly known as Beijing Iron and Steel University ) in 1982, his MBA from China Europe International Business School, and his PhD in management  from Huazhong University of Science and Technology. He is a professorate senior engineer.

He is a representative of the 18th National Congress of the Communist Party of China, a representative of the 12th National People’s Congress, and a member of the Beijing Municipal Committee of the 12th Chinese People's Political Consultative Conference. He also serves as the vice chairman of China Association of Automobile Manufacturers, the vice president of China Enterprise Reform & Development Society, the chairman of Beijing federation of Industrial Economics, , standing deputy chairman of Beijing Enterprise Confederation and Beijing Enterprise Association, a member of the Standing Committee of Beijing Association for Science and Technology, vice president of Beijing Consumer Association, deputy chairman  of Capital Entrepreneurs Club, and a consultant to Shunyi District Government.

He has been honored as the ‘Outstanding Civil Servant in Beijing’, ‘Outstanding Individual of the Capital for Promoting Ethnic Unity and Progress’, ‘Beijing Economic and Technology Innovation Model’, ‘The Best Joint Venture CEO, one of ‘The Most Influential People in the 50th Anniversary of China’s Automotive Industry’, ‘Top 10 People in China Economic News’, ‘CCTV 2010 People of the Chinese Economy’, ‘The 50 Most Influential Entrepreneurs in China’s Economy of 2014’, “2015 China Outstanding Quality Person”, ‘The Model Worker of Beijing’, and ‘The Model Worker of China’. He received the Gold Award at the 9th Yuan Baohua Corporate Governance Awards.  He is granted the special government allowance by the State Council of the People’s Republic of China.
