XU Qin, born in October 1961, is from Lianyungang, Jiangsu Province. He is an engineer. He previously held positions as Deputy Director-General and Director-General of the Department of Hi-tech Industry, National Development and Reform Commission; Member of the Standing Committee of CPC Shenzhen Municipal Committee, Executive Vice-Mayor of Shenzhen Municipal People’s Government and deputy secretary of its Leading Party Members' Group.

He was Deputy Secretary of CPC Shenzhen Municipal Committee, Mayor of Shenzhen Municipal People’s Government and secretary of its Leading Party Members’ Group from June 2010.

In December 2016, he was appointed Member of the Standing Committee of CPC Guangdong Provincial Committee, Secretary of CPC Shenzhen Municipal Committee. He is also Mayor of Shenzhen Municipal People’s Government and secretary of its Leading Party Members’ Group.

XU Qin is a deputy to the 11th and the 12th National People’s Congress.
