Secretary General of the Trilateral Cooperation Secretariat
(TCS) with the approval of Chinese, Japanese and South Korean governments
Amb.YANG Houlan is a senior Chinese diplomat. He graduated from Wuhan University (undergraduate) and George Washington University (postgraduate). Amb.YANG served as Counsellor and Minister Counsellor in South Korea (2000-2006), Ambassador to Afghanistan (2006-2008), Ambassador to Nepal (2011-2013), Ambassador to Myanmar (2013-2015). From 2009 to 2011, he acted as the Ambassador on Korean Peninsula affairs of Chinese MOFA. Since September 2015, he became the Secretary General of the Trilateral Cooperation Secretariat (TCS) with the approval of Chinese, Japanese and South Korean governments. Upon the agreement signed and ratified by each of the three governments, the TCS was officially inaugurated in Seoul, September 2011. It is an international organization established with a vision to promote peace and common prosperity, to support trilateral cooperation mechanisms, as well as to explore and facilitate trilateral cooperation programmes among China, Japan and South Korea.
