Xiaosu Meng, PhD in economics, Professor, is also an Expert who enjoys the special allowance of the State Council. In 1982, Dr. Meng started his career in the publicity department of CPC Central Committee, as recommended by Qili Hu. Since 1983, he had served as the secretary of Li Wan who was the Vice Prime Minister of the State Council. From 1989 to 1990, he served as the vice director of secretarial bureau of executive committee of National People’s Congress. From 1991 to 1992, he served as the vice director of State Administration for the Inspection of Import and Export Commodities. Since 1992, Dr. Meng had served as the general manager of China National Real Estate Development Group Corporation (“CRED”). Since 1999, he had served as the chairman, chief of CPC committee and president of CRED. Since 2006, he had served as director-general of CRED. Since 2007, he had served as the chairman of Happy Life Insurance Co., Ltd and the chairman of Huili Investment Fund Management Ltd. He is currently the vice president of China Enterprises Investment Association, the vice president of China International Council for the Promotion of Multinational Corporations, the vice president of China Western Development Promotion Association. In addition, Dr. Meng is the adjunct professor of Peking University, Renmin University of China, Tianjin University of Finance and Economics and several other universities. During his studying time in Peking University, Mr. Meng had learned a lot from his mentors, including Dr. Yining Li, Dr. Zhuoji Xiao and Dr. Fangyu Liu. And Mr. Meng got the master degree together with Prime Minister Keqiang Li and Vice President Yuanchao Li. The main articles and books include Strategic Choice to Prosperity (co-wrote with Dr. Yining Li, Keqiang Li and Yuanchao Li), Investment and Trade of Real Estate, Theory and Practice of Investment Fund, Practice Guidebook of Modern Enterprise System, Theory and Policy Study of China Real Estate Industry Development. In addition, Dr. Meng has led and completed the National Study Program including Design of Index of China Real Estate Industry, Policy Study of Residence Development being new engine of economy growth, and Advice on Reform of Allocation System of Residence.
