Education:
In 1975 graduated from Tajik State University. In 1989 graduated from Academy of Social Sciences under the Central Committee of the CPSU. Doctor of Political Sciences (PhD).
Speaks Tajik, Russian and English.
Professional experience:
1976-1982 – held various positions in the Central Committee of the Leninist Communist Youth Union (CC LCYU) and the Communist Party of Tajikistan;
1982-1986 – instructor, Deputy-Head of the Propaganda and Agitation Unit of the CC LCYU of the Soviet Union
1986-1991 – First Secretary of the CC LCYU of Tajikistan, Member of the Bureau of the CC LCYU of the Soviet Union; held various leading position in the Dushanbe City Committee of the Communist Party of Tajikistan;
1986-1994 – member of the Parliament (twice), Chairman of the Committee for Youth Affairs, Member of the Presidium of the Supreme Soviet of the Tajik Soviet Socialist Republic (SSR);
1991-1992 – State Advisor of the President of the Republic of Tajikistan;
1992-1994 – Minister of Foreign Affairs of the Republic of Tajikistan;
1994-2005 – Permanent Representative of the Republic of Tajikistan to the United Nations;
2005-2015 – Ambassador Extraordinary and Plenipotentiary of the Republic of Tajikistan in People's Republic of China, Permanent Representative of the Republic of Tajikistan to the Shanghai Cooperation Organization (SCO);
From 01.01.2016 – Secretary-General of the Shanghai Cooperation Organization.
On July 10, 2015 at the Summit of Heads of Member States of the SCO in Ufa was appointed as Secretary General of the Shanghai Cooperation Organization from January 1, 2016 to December 31, 2018.
Has the diplomatic rank of Ambassador Extraordinary and Plenipotentiary.
The author of 13 monographs and more than 50 articles on international relations issues published in various scientific journals of China, Kazakhstan, Russia and Tajikistan.
Awarded with state orders "Friendship of Peoples" and "Honor", as well as with medals and other awards of the Republic of Tajikistan.
Winner of the international prize and gold medal "Silk Road – Humanitarian Cooperation", awarded for outstanding contribution to humanitarian cooperation between the Member States of the SCO.
Married, has two children.
