Mr. Wang Lu is Vice-Governor of Hainan Provincial People’s Government. He has around 30 years’ research experience in Oceanography and has been working with the government for nearly 20 years. Mr. Wang joined the Ocean Monitoring and Forecasting Center of Hainan Province in 1989 and was appointed Vice-President of Hainan Marine Development Planning and Design Institute in 1994. In 1998, Mr. Wang began to engage in governmental affairs. Following several senior positions successively in the Department of Ocean and Fisheries of Hainan Province, the Standing Committee of Hainan Provincial People’s Congress and Haikou Municipal People’s Government, he became Director-General of the Department of Science and Technology of Hainan Province in 2007. With experience in different branches of local authority, he had proposed many strategic ideas for ecological protection, energy exploitation and application as well as featured industries development of Hainan. In 2013, Mr. Wang began to serve as Vice-Governor of Hainan province, now mainly in charge of urban-rural development, science and technology, education, and cultural affairs. Mr. Wang is a senior engineer with a doctor’s degree in Oceanography. He has published The History under the Waves-China in the South China Sea and other works.
