1955年生于新疆生产建设兵团农六师。1974年参加工作，1976年加入中国共产党。1978年至1982年在北京农业大学土壤农化系学习。1982年毕业后至1992年一直在北京农业大学工作，曾任校团委书记、党委宣传部部长、研究生院管理处处长、党委副书记，其间于1988至1989年赴德国霍恩海姆大学进修学习。1992年调入农业部，先后担任过人事劳动司副司长、农业机械化管理司司长、科技教育司司长、国际合作司司长。2004年7月起任农业部副部长、党组成员。现主管农业国际交流等工作，负责中国农业对外多双边谈判，推动农业“走出去”和“引进来”工作。

Mr. Niu Dun was born in 1955 in the Xinjiang Production and Construction Corps. He started his career in 1974, and became a CPC member in 1976. From 1978 to 1982, he studied soil and agro-chemistry in Beijing Agricultural University (BAU). Upon graduation, he worked in Beijing Agricultural University in many positions until 1992 - Secretary of the Youth League Committee in BAU, Director of Communication in the CPC Committee in BAU, and Deputy Secretary of CPC Committee in BAU. Mr. Niu studied between 1988 and 1989 in Universitat Hohenheim in Germany on scholarship. In 1992 Mr. Niu began his career in the Ministry of Agriculture, and served on several positions (DDG of Personnel and Labor, DG of Farm Mechanization, DG of Science, Technology and Education and DG of International Cooperation) before he got promoted to be Vice Minister and member of CPC Committee in MOA in July 2004. Vice Minister Niu is currently supervising international exchange in agriculture, and leads in bilateral and multilateral agricultural talks, as well as in agricultural "Going Global" and "Bringing in" strategies.
