印度工商联合会秘书长阿尔文·蒂达·辛格博士曾担任印度政府海外事务部（移民侨民部）部长。他还曾担任印度移民委员会主席和海外印度促进中心主席。蒂达·辛格博士也是世界经济论坛移民议程委员会的成员（2011-13）。蒂达·辛格博士早期曾在中央政府的公路运输和高速公路部门，商务部门（国际贸易）和重工业部门担任高级职务，在此之前曾担任旁遮普省和梅加拉亚邦州政府的秘书长和首席执行官。辛格博士是一位曾在多个国际机构工作过的战略专家，包括国际贸易中心、联合国贸易暨发展会议、世界卫生组织、国际劳工组织、日内瓦的南方中心和设在伦敦的英联邦秘书处。蒂达·辛格博士在英国伯明翰大学获得管理发展硕士学位，和电子商务政策管理的博士学位。他也有很多作品发表，其中包括三本关于他在电子商务、电子政务和移民领域成绩的书。

Dr. Alwyn Didar Singh, Secretary General of FICCI (Federation of Indian Chambers of Commerce & Industry) is a former Secretary to Government of India in the Ministry of Overseas Indian Affairs (Diaspora and Migration Ministry). He also functioned as Chairman of ICM (Indian Council for Migration) as also Chairman of OIFC (Overseas Indian Facilitation Centre). Dr Didar Singh is also a member of the World Economic Forum’s Global Agenda Council on Migration (2011-13). Dr. Didar Singh has earlier held senior positions in the Central Ministries of Road Transport and Highways, Commerce (International Trade) and Heavy Industries and before that as Secretary and CEO in the State Governments of Punjab and Meghalaya. Dr. Singh is a strategy expert who has worked with several international agencies, including International Trade Centre; UNCTAD; World Health Organization; ILO; South Centre, Geneva and the Commonwealth Secretariat, London. Dr. Didar Singh did his Masters in Development Administration from Birmingham University, UK and has a Ph.D. in the policy and administration of Electronic Commerce. He has several publications including three books to his credit in the areas of e-Commerce, e-Government and Migration.
