1944年3月27日，出生于马德里；

律师、经济学家，法律经济学博士（马德里大学）；

在马德里ICADE获得工商管理学位，毕业于巴黎ESSEC大学；

曾任西班牙国会议员（1977—1987），宪法创立者；

曾任获得欧共体支持的西班牙政府大臣（1982—1985）；

曾任欧洲议会议员(1986—2008)及主席(1989—1992)，国际贸易部长，EP外事委员会和社会主义团体主席(1999-2004)；

会说7种欧洲国家的语言；

最近出版的图书为《欧洲在千禧年的黎明》（“Europe at the dawn of the millennium”） 和《欧洲回忆录》（“European Memoirs”）。《欧洲在千禧年的黎明》是一本关于“里斯本条约和基本权利宪章”的手册，出版为8国语言（详情请参见：www.euroeditions.org）；

卡斯迪亚拉曼查大学(UCLM)的让？莫奈（Jean Monnet）讲座教授；

欧洲社会信息基金会及曼纽因基金会主席，联合国教科文组织（UNESCO）维罗纳国际诗歌及歌剧协会副主席，Fundación Dalí 成员。

Born in Madrid, on the 27th of March 1944;

Lawyer and Economist. P.H.D. in Law and Economics ( University Complutense Madrid);

Degree in Business Administration ( ICADE - Madrid ) & Dipl？mé ESSEC-Paris ;

Former Member of the Spanish Congress( 1977-1987), Constitutional Father;

Minister of the Spanish Government which achieved the adhesion to the EC (1982-1985);

Former Member of the European Parliament (1986-2008) and President (1989-1992), Chairman to the International Trade and to the Foreign Affairs Committees of the EP and of the Socialist Group (1999-2004);

Speaks seven European languages;

Most recent books: “Europe at the dawn of the millennium”, a handbook on “The Treaty of Lisbon & Charter of Fundamental Rights” , published in 8 languages , www.euroeditions.org and his “European Memoirs”;

Chair Jean Monnet in the University Castilla La Mancha (UCLM);

President of The European Foundation for the Information & Society International Yehudi Menuhin Foundation, Vice-President International Institute for Opera and Poetry Verona-UNESCO, member of the Fundación Dalí.
