1952年12月出生，1969年参加工作。1982年毕业于北京大学经济系。1982年进入国家计委工作，曾任国家计委外资司副处长、处长、广州市计委副主任，1992年任国家计委外资司副司长，1994年1月至1995年7月任中国驻美国大使馆经济参赞。1995年7月起任国家计委外资司司长。2000年10月任国家发展计划委员会副秘书长。2002年10月任国家发展计划委员会党组成员、秘书长。2003年4月任国家发展和改革委员会党组成员、秘书长。2003年10月任国家发展和改革委员会副主任。

Mr. Zhang Xiaoqiang is now a Vice Chairman of NDRC. He has been Secretary General of the National Development and Reform Commission since April 2003. He was appointed Secretary General of the State Development Planning Commission in October 2002, and before that he was Deputy Secretary General from October 2001 to October 2002. Mr. Zhang became Director General of the Dept. of Foreign Capital Utilization of the State Planning Commission in July 1995. From January 1994 to July 1995 he was assigned to work as Economic Counselor in the Chinese Embassy in Washington D.C.. Prior to this assignment, he held positions such as Deputy Director General of the Dept. of Foreign Capital Utilization of the State Planning Commission and Deputy Director General of Guangzhou Municipal Planning Commission. Mr. Zhang was born in December 1952. He graduated from the Dept. of Economics, Peking University in 1982.
