张新起，男，汉族，1956年8月生，山东荣成人，1977年3月加入中国共产党，1974年7月参加工作，中共山东省委党校研究生学历。历任山东烟台市规划局局长，莱州市市长，烟台市委常委、莱州市委书记，潍坊市市长、市委书记、市人大常委会主任，现任青岛市委副书记、市长，市政府党组书记。

Zhang Xinqi, born in August 1956, is a male ethnic Han from Rongcheng, Shandong Province. He entered the workforce in July 1974 and joined the Communist Party of China in March 1977. He obtained his Master’s degree at the Party School of the CPC Shandong Committee.He used to be the Director-General of Yantai Municipal Urban Planning Bureau, Mayor of Laizhou, Member of the Standing Committee of the CPC Yantai Municipal Committee, Secretary of the CPC Laizhou Municipal Committee, Mayor of Weifang, Secretary of the CPC Weifang Municipal Committee, and Chairman of the Standing Committee of Weifang Municipal People’s Congress. He is currently the Vice Secretary of the CPC Qingdao Municipal Committee, Mayor of Qingdao, and Secretary of the Leading Party Members’ Group of Qingdao Municipal Government.
