周文重，男，1945年8月生，江苏人，大学学历。1970年—1973年 ，北京外交人员服务局科员；1973年—1975年，英国巴斯大学、伦敦经济学院进修；1975年—1978年，外交部翻译室科员；1978年—1983年，驻美国使馆随员、三秘；1983年—1987年，外交部翻译室二秘、副处长、处长；1987年—1990年，驻旧金山总领事馆副总领事；1990年—1993年，驻巴巴多斯特命全权大使兼驻安提瓜和巴布达特命全权大使；1993年—1994年，外交部美大司副司长；1994年—1995年，驻洛杉矶总领事（大使衔）；1995年—1998年，驻美国使馆公使；1998年—2001年，驻澳大利亚联邦特命全权大使；2001年—2003年，外交部部长助理；2003年—2005年，外交部副部长；2005年—2010年，驻美利坚合众国特命全权大使（其中2008年起兼任第十一届全国政协常委）；2010年至今，第十一、十二届全国政协常委、第十二届全国政协外事委员会副主任、博鳌亚洲论坛秘书长、中国-美国人民友好协会副会长。
