1943年生于日本埼玉县。毕业于东京大学法学院，1966年进入日本大藏省（现财务省）。 1999年就任大藏省主计局局长，2000年就任大藏省事务官，在历届政府内阁中参与了重要经济财政的制定和实施。2003年就任日本银行副总裁，期间为使日本经济摆脱通缩影响，积极推动制定了解除零利率等一系列的重要金融政策。2008年3月离任后，就任东京大学尖端科学技术研究中心客座教授。2008年7月至今担任日本最大智囊集团之一的株式会社大和总研理事长。

Toshiro Mutoh is Chairman of the Daiwa Institute of Research, one of the largest economic research institutions in Japan since July 2008. He spent over forty years working in the public sector, first with the Ministry of Finance and later with the Bank of Japan (BOJ). He was appointed administrative vice minister of Finance in June 2000. He was engaged in the plan and the executions of the financial policy for successive cabinets. In March 2003, Mr. Mutoh became a deputy governor of BOJ. He was also engaged in the lifting of the zero-interest-rate policy of monetary policy. Mr. Mutoh was a visiting professor at the Research Center for Advanced Science and Technology of the University of Tokyo from 2008 to 2011. Education: 1966, LL. B., The University of Tokyo
