现任中共上海市金融工委副书记、市政府金融服务办公室主任，兼任清华大学中国经济研究中心高级研究员。清华大学经济管理学院管理信息系统专业1986年本科毕业，获工学士学位；当年得到美国学校全额奖学金资助，由教育部公派赴美留学，1993年获得斯坦福大学(Stanford University)经济系博士学位。毕业后经由“年轻专业者计划”(Young Professionals Program)受聘于世界银行，于1993年至1998年任世界银行华盛顿总部经济学家、投资官员；1998年8月应邀回国工作，历任中国建设银行总行集团协调办公室主任、中国银河证券公司秘书长、上海证券交易所副总经理、上海市金融办副主任等职；自2007年9月起担任现职。出版学术专著多本，并经常在Wall Street Journal、Financial Times、《财经》等国际国内主要财经媒体上发表评论文章。

Dr. Fang is Director-General of the Shanghai Municipal Financial Service Office. He holds his Bachelor’s Degree in Economics from Tsinghua University and PhD in Economics from Stanford University. He is also Adjunct Professor of CEIBS and Senior Research Fellow of the National Centre for Economic Research, Tsinghua University. He joined the World Bank through the Young Professional Program and was an Economist there from 1993 to 1998. After returning to China, Dr. Fang was Director of the Group Coordination Office of China Construction Bank, Secretary-general of China Galaxy Securities Company Limited and Deputy Chief Executive of Shanghai Stock Exchange before assuming his current position. Dr. Fang’s research interests include International Finance, Financial Market, Macro Economy, etc., with publications on reform and opening of China’s financial system and development of financial market.
