李子彬，男，辽宁锦西人，高级工程师。1958.09—1964.09，清华大学工程化学系学习。1984.07—1989.07，锦西化工总厂厂长。1989.07—1991.12，辽宁锦西市市委常委、副市长。1991.12—1994.11，化学工业部副部长、党组成员。1994.11—2000.04 ,广东省深圳市委副书记、市长。2000.04—2005.08，国家发展和改革委员会副主任、党组成员，国务院西部地区开发领导小组办公室副主任，十届全国政协委员。2006.12月至今，中国中小企业协会会长。
